Germany: Stoltenberg Warns of 'Risks' in Eastern Europe

<p> [Excerpt] Stuttgart (ADN)--Defense Minister Gerhard
Stoltenberg, Christian Democratic Union, warned of considerable
new risks in Eastern Europe. During a ceremony at the Stuttgart
Opera House this afternoon to mark the departure of the 7th U.S.
Corps, Stoltenberg said that this assessment applies especially
to the new states of the former Soviet Union's territory. "The
failed coup last year gave an especially clear sign of the
dangers threatening the new states."

<p> Stoltenberg said that in addition to the general dangers for
the new CIS states, old rivalries are breaking out in Eastern
Europe that were suppressed for years by the tight grip of
dictatorship. "The war in Yugoslavia has shown us how quickly
the resulting conflicts can turn into bloody clashes,"
Stoltenberg said. NATO's importance has grown strong in these
turbulent times and encompassed a zone of stability and
security, which could have a positive effect on Eastern Europe.

<p> For the Germans, the tangible political and military presence
of the United States in Europe will also continue to be of vital
interest in the future. "The substantial presence of North
American forces in Western Europe remains the core of our
security partnership in the alliance." The U.S. commitment is a
guarantee for the continued development of transatlantic links,
and in this respect, the ceremony marking the departure of U.S.
units from Germany does not signify an end to relations.
